White Rodgers 1361 Zone valve running for ever

Homeowner here and I am having trouble with my zone valves operating correctly. Here is what I have: RUDD 600 Ruudiator ( a 1960's vintage low mass boiler?) with B&G Series 100 pump Honeywell relay R19A7KOA White Rodgers 1361 zone valves (qty 3 - 1st flr, 2nd flr and indirect water heater w/ mechanical thermostat) Thermostats Lux programmable (qty 2) System was installed sometime in early 1960s, indirect zone was added in 2005, and new thermostats installed in 2018. A vintage Honeywell R19a relay feeds the zone valves (24V) and the gas valve/circulating pump (this is in its own junction box as the gas valve and pump come on at the same time with 115VAC supplied by the R19A 115 VAC relay and with aquastat controlling the gas valve with its own transformer). There is no priority switching for the indirect. And the challenge: Zone valve voltage is 18VAC for a 24VAC setup and they operate. However, the zone valves for the 2nd flr and Indirect run continously when they call for heat. The White Rodgers uses a "warp switch heater" to control the hold function and it seems to be confused. Any ideas?
